A fortress or a prison? A lot harder to escape if the U.S. annexes the entire continent. I also wonder if coming mass death would make annexation easier/ more necessary. You wouldn't want an unstable country on either side of you in addition to your own worries. And hey, if we lose 200 million Americans to the vax, we can just replace them with the surviving Canucks and Mestizos.
